Abstract (English):
Introduction. The method of persuasion is traditionally considered in administrative law as one of the main methods of ensuring law and order. Unlike coercion, all elements of which are clearly regulated by legislation, the method of persuasion is described in legal acts only in the most general terms. In practice, the activities of internal affairs agencies are focused primarily on the detection and suppression of offenses, while persuasion is relevant in the field of prevention (prevention) of offenses. Legal science is limited, as a rule, to a description of only the general principles of the method of persuasion, without developing specific techniques for its implementation. This is due to the fact that the study of the features of the method of persuasion requires not only legal, but also rhetorical knowledge, so it must be carried out on the basis of an interdisciplinary approach. Methods. In the course of the study, the results of which are presented in the article, various methods of scientific cognition were used: dialectical, methods of system and rhetorical analysis, comparative legal method. The material of the study was the provisions of the scientific doctrine and legislation devoted to various aspects of offense prevention, as well as rhetorical techniques of influencing the audience. Results. Mastering rhetoric should be based on familiarity with a set of genres necessary for each specific specialist, since all areas of business communication develop certain requirements not only for the content of statements, but also for their form. The use of the persuasion method is especially relevant in three areas of police activity: 1) propaganda of legal knowledge (an example of such speech is legal advice); 2) offense prevention (preventive conversation, for example); 3) formation of the image of the police. The need for this work is due to the fact that the effectiveness of legal education of people largely depends on the degree of authority of the persuader.
