Abstract:
Introduction. This article deals with the current problems of traffic management in the Russian Federation and promising approaches to resolving them. It analyses the system of power distribution between federal, regional and municipal authorities, and identifies key gaps in inter-agency cooperation. Methods. The methodological basis of this study is the dialectical method of cognition, which has enabled the identification of interrelationships between various facts and events. The author has used general scientific methods, namely the methods of analysis and synthesis of information, induction and deduction, as well as the techniques of description and generalisation. Discussion and results. Using a specific example (the situation in Irkutsk), the consequences of a lack of coordination between various departments are demonstrated: increased traffic congestion, a rise in accidents, and the inefficient use of budget funds. Systemic barriers are listed – ranging from a lack of data and expertise to the high cost of technology and resistance to change. Comprehensive measures are proposed to improve traffic management: the introduction of a unified information system, the integration of intelligent transport systems, professional retraining of specialists, strengthening of cyber security for infrastructure, and the development of publicprivate partnerships. Conclusion. The article emphasises the need to implement four key principles – a systematic approach, inter-agency coordination, digitalisation and continuous monitoring – in order to achieve the objectives of the Russian Federation’s Road Safety Strategy up to 2030 and looking ahead to 2036.
