Introduction. The rise in the number of recorded extremist crimes committed by citizens of the Commonwealth of Independent States (hereinafter referred to as the CIS) is causing growing concern within society; consequently, a doctrinal analysis of the mechanism underlying the formation of criminal motivation among citizens of the CIS countries when planning and committing extremist crimes is required. The article provides an in-depth comparison of the concepts of ‘motive’ and ‘motivation’, and presents the views of leading criminologists on the subject under consideration. The article identifies the characteristics of the development of criminal motivation when planning and committing extremist crimes, and examines the development of such motivation among citizens of the CIS countries; it argues that motivation determines the motive behind extremist criminal activity. Methods. The methodological framework of the research was based on general scientific methods (analysis, systematisation, generalisation), as well as the formal-legal method. Results. When examining the development of motivation in committing extremist crimes by citizens of the CIS countries, the correlation between the concepts of ‘motive’ and ‘motivation’ was determined, the academic and legal literature on the subject was analysed, and the features of the development of motivation in committing extremist crimes were specified.

Introduction. The increase in the number of registered extremist crimes committed by citizens of CIS countries is causing great concern in society. Therefore, a doctrinal study of the mechanisms underlying the criminal motivation of CIS citizens in committing extremist crimes is necessary. This article analyzes the relationship between the concepts of "motive" and "motivation," presenting the opinions of leading criminologists. It identifies the specific characteristics of the development of criminal motivation for extremist crimes. The development of motivation to commit extremist crimes in individuals who are citizens of CIS countries is examined separately. It is hypothesized that studying the development of criminal motivation in CIS citizens who commit extremist crimes will enable the identification of promising and effective measures to combat such criminal acts, which will be the subject of future research. Methods. The study's methodological basis consisted of general scientific methods (analysis, systematization, and generalization) and comparative legal, formal legal, and private law methods. Results. In studying the development of motivation during the commission of extremist crimes by citizens of CIS countries, the relationship between the concepts of "motive" and "motivation" was identified, relevant scientific and legal literature was analyzed, and the specific features of motivation formation in the commission of extremist crimes were determined.
