ABSTRACT

Introduction. The high level of economic uncertainty caused by the negative influence of exogenous factors – primarily sanction pressure on the Russian economy - necessitates solving a number of problems related to ensuring economic security. One of the main mechanisms for generating sustainable growth rates is the development of regional industrial clusters. At the same time, it is necessary to consider the existing social and cultural differences between the subjects of the Russian Federation, which affect the level of regional investment attractiveness and the likelihood of regional industrial clusters emerging. Methods. Methods of retrospective and comparative analysis were used to study regional industrial clusters. This approach allowed to identify factors influencing cluster emergence and successful development, and to evaluate the effectiveness of state economic policy in this area. Results. The study demonstrates that regional industrial clusters play a vital role in the socio-economic development of meso level systems. Their emergence and development in Rostov Oblast result from various direct and indirect support measures provided by regional and federal authorities. The federal government should apply selective measures in regions with low investment attractiveness, since federal intervention is necessary to establish self-sustaining clustering processes where regional resources are inadequate.
