Introduction. The study conducted by the authors of the article was aimed at finding the ways to eliminate the methodological and practical problems associated with the vagueness of terminology in the field of national security and the insufficient integration of forecasting into the activities of the internal affairs bodies. Methods. The study was based on an integrated approach that combines the analysis of regulatory legal acts, the study of scientific sources, the assessment of statistical data of the Ministry of Interior of Russia and the use of a wide range of scientific methods. The use of this methodology allowed not only to study the state of affairs in the field of forecasting and preventing threats to national security by internal affairs bodies, but also to develop proposals for improving the activities of these types. Results. The article presents proposals, the implementation of which can contribute to the modernization of approaches to ensuring national security by the forces and means of the Ministry of Interior of Russia. Among them: the creation of a three-level crime forecasting system (managerial, organizational and operational levels); the transfer of the function of analyzing information on new threats to national security in terms of organizing counteraction to criminal encroachments to the scientific units of the Ministry of Interior of Russia; the development of a new type of operational-search proceedings - monitoring threats to national security; reformatting the work of the economic security and anti-corruption units of the Ministry of Interior of Russia by abandoning the criminal protection of the interests of private economic entities with the redirection of efforts to ensuring the economic security of citizens, as well as public (state and municipal) entities; officially securing the leading role of the Ministry of Interior of Russia in ensuring public, transport, migration security and security in the sphere of circulation of dangerous substances and objects; intensifying the work of the Ministry of Interior of Russia on the formation of legislative initiatives concerning the criminalization of acts that pose a threat to national security; strengthening the legislative initiative of the Ministry of Interior of Russia as a whole; delineation of the functions of forecasting threats to national security, redistribution of powers between the operational and management units of the Ministry of Interior of Russia
