Introduction. As society developed, the purposes of keeping animals changed significantly. Over time, keeping domestic animals, including representatives of exotic species, in residential premises became widespread. This circumstance, in the absence of an effective system of administrative regulation of keeping such animals, according to the author of the article, can lead to the violation of the rights of citizens living in the neighborhood. The complication of social relations associated with keeping animals predetermines the need to improve the system of administrative regulation in this area. In this regard, a retrospective analysis of the legal norms regulating the keeping of animals at previous stages of society's development becomes relevant. As part of the study conducted by the author of the article, a lack of continuity was revealed between the system of administrative and legal regulation of keeping animals that existed in the Soviet Union and the legal norms regulating the considered sphere of social relations that replaced them. It is emphasized that shortcomings in the legal regulation of keeping animals can negatively affect the activities to protect the rights of citizens. Methods. The methodological basis of the study was made up of: general theoretical methods (deduction and induction), document analysis method, formal legal method, comparative law method. Results. The study of normative legal acts of the Soviet period of our country's history that regulated the keeping of animals allowed us to identify positive experience in the field of administrative regulation, which, in the author's opinion, should be taken into account in modern realities. The study established that the number of animals kept in apartment buildings and private households is increasing. In this regard, the need for regulatory consolidation of requirements for their keeping in the residential sector is noted.
