ENVIRONMENTAL POLICY IN THE SYSTEM OF INTERNATIONAL RELATIONS: MAIN DIRECTIONS AND STAGES

Abstract (English):
Introduction. The article examines the main directions of modern environmental policy at the global and national levels. Environmental policy is an integral part of the modern ecopolitological process. If earlier, during the dominance of industrial society, environmental policy was aimed at intensive use of natural resources for economic growth, then the transition to a post-industrial society is characterized by a change in the vector of state environmental policy aimed primarily at rational use of natural resources, conservation of biodiversity and the transfer of economies to renewable or inexhaustible energy sources. Based on this, the peculiarities of the implementation of the state environmental policy of the Russian Federation are revealed. The analysis of the main stages of the formation of international relations in the field of ecology and environmental management allowed to identify the basic problems of the implementation of the state environmental policy of Russia and to identify the complexities of modern international relations in solving problems of ecology, rational nature management and climate change. Research methods. The work used a general scientific dialectical method of cognition of the surrounding reality, which involves a complete and comprehensive study of phenomena, consideration of connections and contradictions between them. In addition, the method of description was used; the method of logical comprehension; abstraction and generalization. Results. The main environmental problems relevant to all modern states are identified, the need for the development of political and legal mechanisms for ensuring environmental safety and interstate interaction in solving environmental problems, and improving the effectiveness of environmental policy implementation in the new conditions of the emerging multipolar world, taking into account the geopolitical confrontation, is also determined.
