Introduction. Currently, the problem of road traffic injuries as a result of accidents involving emergency services vehicles performing urgent official tasks remains unresolved. The need to solve it becomes even more urgent in connection with the developing road and transport situation in the country. The movement of vehicles under time pressure, rapidly changing traffic conditions, and deviations from traffic rules requires high concentration of attention not only from employees and operational services workers driving vehicles while performing urgent official tasks, but also from other road users. Meanwhile, strict compliance with rules, instructions and orders ensures safety, while the requirements of regulatory acts must have all the properties of legal norms, be interpreted unambiguously and not cause legal conflicts. Methods. The methodological basis of the study is made up of general scientific methods: analysis, synthesis, induction, deduction; private law methods: comparative law and legal forecasting. Results. The article provides an overview of judicial practice in the consideration of cases of administrative offenses provided for in Part 2 of Art. 12.17 Code of Administrative Offenses of the Russian Federation. The authors consider the technical, legal and organizational aspects of ensuring the safety of the passage of emergency services vehicles in the conditions of performing an urgent official task and the use of special light and sound signals. International experience in the use of special light and sound signals has been studied. Attention is focused on the wording of the requirements for road users to ensure the safe passage of emergency services vehicles. The authors presented a classification of the circumstances under which an official’s decision to hold people accountable for failure to provide an advantage in traffic to a vehicle with special light and sound signals turned on was cancelled. Proposals have been formulated to amend existing regulatory legal acts.
