Abstract and keywords

Abstract:
The article deals with some problems of the domestic penitentiary system, as well as ways to solve them. It is noted that similar challenges faced the Soviet penitentiary system in the early years of its existence. It is concluded that as a result of the transformation of the penitentiary policy into a corrective labor policy in the Soviet state, even in the conditions of the Civil War, it was possible to significantly reduce the severity of the problems facing the penitentiary system.
