The article examines the problems of public administration caused by a violation of the processes of implementing a systems approach when considering internal affairs bodies as objectively existing types of social systems. The authors substantiate the opinion that when implementing a systems approach, the main emphasis is on the formation of a system of research methods, and the systemic nature of the objects of research (government bodies), as a rule, remains outside the attention of scientists and management practitioners. As a result, the state and government bodies are not considered as objectively existing types of social systems.
